Rank Advancement Policy

Subject to the exceptions below, the following are authorized to test and pass a Scout on rank requirements:

1. Scoutmaster,

2. Assistant Scoutmaster, and

3. Scout with a rank of Star Scout or higher.

Exceptions:

A parent or family member, who is otherwise authorized, may not sign for rank advancement of another family member for the rank of Star Scout and higher.


Position of Responsibility Policy

The determination of whether a Scout has actively served in a position of responsibility is satisfied and otherwise facilitated by the following:


1. Scouts must practice, take or accept some degree of responsibility for their position on a monthly basis during the term of office in accord with the defined expectations in the job description for that position.


2. Adult leaders identified as mentors in the job description will meet with their mentees as least once per month to facilitate the active service requirement for the Scout.


3. The Senior Patrol Leader will schedule a mentoring breakout during regular troop meetings at least once per month.


4. The Scoutmaster will conduct monthly Scoutmaster Conferences with Scouts holding positions of responsibility to determine whether responsibility has been practiced, taken, or accepted.


5. Only the Scoutmaster may approve rank requirements involving positions of responsibility for Scouts.


6. Scouts with positions of responsibility must attend 75% of each of the following: all troop and patrol activities, leader meetings, service projects and chartered organization related activities.


7. The Senior Patrol Leader, Assistant Senior Patrol Leader and Patrol Leader may not miss two consecutive troop meetings or more than one Patrol Leader Conference meeting during the term of office without prior approval or legitimate excuse.


8. Scouts who are unable to meet participation requirements will be asked to step down from their leadership position and replaced by election or appointment as appropriate. Scouts who are asked to step down are ineligible to hold an elected position of responsibility for four months.
